We present what we call a "communication perspective" as an alternative to these frames for thinking about development. This perspective views development as the construction of a particular set of relationships, roles, and patterns of actions, and communication as the process by which these are created. Why India? In chapter 4, we describe the history of development and communication efforts in India, and in the following chapters report a study of development in India. There are three reasons, each sufficient, for focusing on India.

During the last 100 years, historic monarchies of Europe and Asia have been demolished or disempowered to the status of national symbols. The great European colonial systems have broken up, and global power has shifted away from Europe to two superpowers. " Most of these new nations are former colonies with a keen sense of their new independence and of their history as victims of international exploitation. Most are economically underdeveloped, many feel themselves relatively Powerless in international economic and political struggles, and virtually all are deeply suspicious of the motives of the industrialized nations.

The international effort to develop the underdeveloped countries of the third worldfor whatever humanitarian or political reason motivated the effortis such an instance. Development has elicited the interests and resources of a sufficient number of people and nations and has a clear enough criterion for success to permit a test of theories and an evaluation of programs. Much of what has been learned has surprised and disappointed the authorities. The original notion of how development worked, the so-called "dominant paradigm" is clearly wrong, and has been judged so by most of those who originally constructed it.
