If we think all other agents have a wholly oppor tun istic attitude to the rules of a game, then the game falls apart (much as if we were to assume that when people speak they only ever say what they think will work to their maximal advant age in a given situation – that assumption would destroy the conditions for conver sation, collaboration or friend ship).
This means that the issue cannot be wholly reduced to provid ing the right incent ive structures for people’s interests.
