Davis argues that urbanization follows an attenuated S curve in which pre-industrial cities urbanize very slowly at the long bottom of the S, shoot up at the middle of the S as they industrialize, and then level off at the top of the S (see Plate 1). He observes that advanced industrialized countries are now reaching the top part of an S curve, many rapidly urbanizing but less developed countries are at the steep middle of the S, and other emerging countries are still moving along the long slowly rising bottom of the S.
There were many responses to these horrifying conditions – the introduction of urban parks, systems of water supply and public hygiene, agitation for poor relief and model housing, even utopian visions of perfect societies – and all of these contributed to the development of modern urban planning (see Part Five, Urban Planning History and Visions, pp. 315–365).
