The PCF placed the entire responsibility for this failure on the PS. However, some Communists dissented from this interpretation and also complained that the leadership was taking decisions without reference to the party members. The media, too, held the PCF leadership responsible for the defeat. Unrest within the party took the form of absenteeism at cell meetings, the expression of disillusionment among activists, sometimes in the bourgeois press, and further active dissent, particularly among the party's editorial staff, some permanents and intellectuals.
2 THE 23Ro CONGRESS The Setting The combined total of the seats won by the PCF, PS and MRG in the National Assembly after the legislative elections of March 1978 fell just short of an absolute majority. Although the parties of the Left had, once again, increased their representation, their failure to achieve the long-awaited victory was perceived as a major, even historic, defeat.
