The success and sustainability of decentralized resource management efforts require the presence of forums for addressing such conflicts. All other things being equal, successful implementation of decentralized water resource management is expected to be more likely in settings where forums for conflict resolution exist. The set of variables and their hypothesized impact on the process and performance of decentralization in river basin management, as was developed in this section, will be inferred by applying several statistical tests to data collected from 83 river basins around the world.
