Only the preservation of the country’s ‘territorial integrity’, to which Article 152 refers as a duty of the state, can be interpreted as a factor of national interest in the constitution. Nevertheless, this is mentioned in the same Article that also declares the defence of the rights of all Muslims as the IRI’s foreign policy goals. Article 152 says: The foreign policy of the Islamic Republic of Iran is based upon the rejection of the exertion of or submission to all forms of domination, the preservation of the independence of the country in all respects and its territorial integrity, the defence of the rights of all Muslims, non-alignment with respect to the hegemonic superpowers, and the maintenance of mutually peaceful relations with all non-belligerent states.
