Officers who administer urinalysis tests are required to follow specific procedures detailed in a Bureau of Prisons policy statement. Once the prisoner is notified, he is escorted to a control room where he is under constant observation.

The guard stands directly next to the prisoner and watches closely as the urine leaves the body. After the tube is filled with the specimen, the officer seals the tube with a plastic cap, then places a numbered sticker that the inmate has initialed over the cap so the container cannot be tampered with or opened without breaking the seal. Despite these precautions, Ellis insists his test results were flawed. He cannot explain where the error occurred, but he says he is certain that he has never used morphine in his life.

When Mr. Adil, the Health Services administrator appeared, Al went to speak with him and explained that he had been confined for nine days, that he had need for medical attention and medication, but that no one had spoken to him about his medical needs much less examined him.
