A small number of perpetrators go on to repeat their hostage-taking behaviour. It might be thought that this is because their previous hostage-taking led to the meeting of some of their demands but there is no evidence that repeat hostage-takers are able to use hostage-taking to gain their demands. SUMMARY The ‘softly softly’ approach is the strategy adopted by HM Prison Service since the early 1980s. Negotiators ‘play for time’ by talking to the perpetrators. They aim to calm the situation, build rapport with the perpetrators and persuade them to give themselves up without harming anybody.
The process takes approximately four hours and includes a debriefing. The assessors are drawn from the field of practising psychologists and probation staff. The first joint recruitment process with the National Probation Service added a third stage, a structured board interview. All candidates are offered feedback on their performance. Ensuring that the recruitment process is fair among different applicant groups is now the central issue in employee selection and each group is faced with unique challenges.
For some programmes, the requirement is for an increasing proportion of staff to be trained on a year-onyear basis. For example, for the Enhanced-Thinking Skills Programme, in the first year that the programme is run in an establishment, 25 per cent of staff must receive staff-awareness training. By the end of the second year of programme delivery, 50 per cent of the staff must have been trained, by the end of the third year, 75 per cent must have been trained, and by the end of the fourth year, 100 per cent of staff must have received training.
